JOB ANNOUNCEMENT

Project Manager

Civilian Office of Police Accountability (COPA)

Number of Positions: 1(Additional vacancies possible pending budget approval)

Under the supervision of the Deputy Chief Administrator of COPA’s Policy, Research and Analysis Division (PRAD), the Project Manager will be assigned to PRAD to support a variety of projects by helping to define project scope, assemble teams, implement project plans, monitor progress, and identify barriers to reaching project goals. The Project Manager will also assess and advise on workflows, resources, collaborations, and trainings, engage with external and internal stakeholders about PRAD projects, coordinate with other COPA staff on community engagement efforts, and perform related duties as required.

Essential Duties:

· Develops, maintains, and improves a standardized project management workflow for proposing, initiating, tracking, and closing out policy, research, and analysis projects.

· Seeks out, builds, and maintains relationships with external stakeholders as collaborators, partners, reviewers, and audiences and coordinates with public relations and communications staff as necessary.

· Drafts project summaries for use in publications, presentations, and quarterly and annual reports.

· Works with the Deputy Chief Administrator and other staff to develop and maintain a portfolio of the unit’s completed, ongoing, and future projects, a research agenda, and agency-wide policy and process improvements.

· Helps develop project proposals and reports on the scope of proposed projects, as well as their deliverables, timeline, impact, and feasibility.

· Advises on project prioritization, resources, and barriers.

· Coordinates with project leads, document authors, leadership, and website managers to finalize and prepare documents for public sharing.

· Monitors, collects, and shares information about staffing, software, training, projects, and unit needs.

• Communicates effectively about policy, research, and analysis projects with a wide variety of audiences,

including community organizers, investigators, researchers, data scientists, legislators, and police

officers at meetings, public proceedings, and conferences.

• Assists with the development and negotiation of project-based research contracts, collaborates with

contractors to monitor services provided, and reports on satisfactory completion of expected

deliverables.

• Drafts project summaries for use in publications, presentations, and quarterly and annual reports.

• Develops and maintains a comprehensive understanding of COPA’s internal investigation processes and

outcomes, as well as the police accountability context COPA operates within.

• Stays up to date on current events in policing, criminal justice, and public policy.

• Advises on project prioritization, resources, and barriers.

• Participates in seminars, webinars, trainings, or other activities to update or develop relevant skills and

expertise.

Days: Monday through Friday

Hours: 9:00 a.m. - 5:00 p.m.

Salary: $95,568

Qualifications:

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or a field of study directly related to the responsibilities of the position, plus five years of project management work experience, or an equivalent combination of education, training and experience.

SELECTION REQUIREMENT : This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected for hire.

Some examples of the type of work that may be submitted include, but are not limited to, an executive summary, a research paper, a policy review document, a needs or resource assessment write-up, a project proposal, or project proposal slides with narrative notes, etc.).

Preference will be given to candidates possessing the following:

· A master’s degree in business or public administration or a field of study directly related to the responsibilities of the position.

· Previous professional experience working within systems of civilian oversight of police.

· Demonstrated knowledge about project management workflows for initiating, tracking, and closing out of research and/or data analysis projects.

· Previous professional experience communicating publicly about policies, research, or analyses.

· Previous professional experience advising on changes to policies, procedures, or programs.

· Previous professional experience collecting and using data to inform decision-making within an organization or program.

· Previous professional experience requiring drafting and preparing project portfolios and quarterly or annual reports.

· Demonstrated interest in policy issues within the context of criminal justice, policing, or public policy.

  • Ability to fluently read, write and speak any language other than English.

Residency Requirement: All employees of the City must be actual residents of the City as outlined in 2-152-050 of the City Chicago Municipal Code. Proof of residency will be required.
